Mobile Home Park Water Quality Testing Plan

Purpose

This document outlines the Colorado Department of Public Health and Environment’s overall approach to testing drinking water in mobile home parks across the state. 

Background

CRS Title 25. Article 8. Part 10 Mobile Home Water Quality (§§ 25-8-1001 - 25-8-1008) tasks the department to develop a specific sampling and testing plan for each park. 
We will review this testing plan periodically to ensure its effectiveness and compliance with the law. This plan intends to help implement the testing program to protect clean water in Colorado’s mobile home parks. This plan does not create a new authority for the department beyond what exists under current law. Site-specific plans may vary based on the particular needs of each park.

Definitions

  • Park: Mobile Home Park as defined in the Mobile Home Park Act.
  • Consecutive connection: a water service connection, often at a master meter, between a wholesaler and a water system.
  • Distribution system: the infrastructure that carries finished drinking water to consumers.
  • Entry point: a location before or at the first customer representing finished drinking water entering the distribution system.
  • Water supply: the supply of finished drinking water served to a community.
  • Regulation 11: Colorado Primary Drinking Water Regulations.
