The Water Quality Control Commission and Water Quality Control Division of the Colorado Department of Public Health and Environment (CDPHE), under the authority of federal and Colorado statutes, administer state programs implementing the CWA. Section 319 of the CWA was created to establish a national program to control NPS water pollution and to develop NPS management programs that maintain and improve water quality with the assistance of Section 319 grants. The Nonpoint Source Program of the Water Quality Control Division has delegated authority to implement an EPA approved state NPS management program under the CWA.

EPA Nonpoint source program and grants guidelines
Federal regulations
The EPA has adopted the Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards to Non-Federal Entities guidance, which is commonly known as the Uniform Grant Guidance (UGG) (2 CFR 200). The UGG provides a government-wide framework for grants management that reduces the administrative burden for non-federal entities receiving federal awards while reducing the risk of waste, fraud, and abuse. The UGG supersedes requirements that were previously specified in OMB Circulars A-21, A-87, A-102, A-110, A-122, and A-133.
