Purpose of Public Notice: To solicit public comment on the October 28, 2024 Compliance Order on
Consent between the Division and Castle Pines North Metropolitan District (“CPNMD”). This compliance
order resolves CPNMD’s violations of the Water Quality Control Act. CPNMD operates a wastewater
collection system in Douglas County. Division Contact: Jocelyn Brink, 303-692-2840 / jocelyn.brink@state.co.us

Purpose of Public Notice: To solicit public comment on the October 31, 2024 Compliance Order on
Consent between the Division and the Town of Ridgway (“Ridgway”). This compliance order resolves
the civil penalties associated with Ridgway’s alleged violations of the Water Quality Control Act.
Ridgway operates a wastewater treatment facility in Ouray County. Division Contact: Mandy Mercer,

Purpose of Public Notice: To solicit public comment on the November 12, 2024 Compliance Order on
Consent between the Division, The Garrett Construction Company of Colorado, LLC (“Garrett
Construction”), The Garrett Companies, LLC, South Aurora Property Investors, LLC, and Echelon
Terrain,LLC (“Parties”). This compliance order resolves alleged violations of the Colorado Water Quality
Control Act and the Parties’ discharge permit(s), as identified in Notice of Violation / Cease and Desist
Order Numbers SO-230221-1, SO-230221-2, and SO-230221-3, issued on February 21, 2023. The Parties
conducted construction activities at multiple projects in Arapahoe and Douglas Counties, Colorado.

Copies of the above actions are available upon written request to the Division. Public comments should
be submitted by 12/16/2024 and directed to CDPHE, WQCD-CWE-B2, 4300 Cherry Creek Drive South,
Denver, CO 80246-1530.

Draft 401 certifications for discharges from federal facilities

Under section 401 of the Clean Water Act a federal agency may not issue a permit or license to conduct any activity that may result in any discharge into federal waters in Colorado unless Colorado issues a Section 401 water quality certification.  These certifications may include additional permit conditions needed to protect Colorado waters.

EPA issues discharge permits for federal facilities in Colorado. Colorado has received EPA draft permits for the following activities and is requesting comment on draft certifications for these activities.

Public comment on Colorado’s draft action 401 determination will be received until 9/7/2024. Send comments to Christine Forney at christine.forney@state.co.us.
