Upcoming public participation opportunities
Below are ongoing and upcoming public participation opportunities with the Air Pollution Control Division. These events may be in-person, virtual, or hybrid. The division holds regular events such as public meetings, tutorials, and more. The division uses these meetings to share updates, learn from community experiences, and incorporate feedback into our work protecting clean air for all Coloradans.

Public meetings
The air division’s public meetings provide an opportunity to learn more about air quality and climate change topics. These meetings generally allow anyone to ask questions and provide feedback directly to the division. Register for upcoming public meetings below to join and learn more.
Ozone public meetings
The CDPHE Air Pollution Control Division is holding public meetings in June addressing ground-level ozone pollution. These meetings are set before a request for a hearing by the Air Quality Control Commission for proposed updates to Colorado’s State Implementation Plan.

Guzman Energy Clean Energy Plan public meeting
The division released the draft report for public review and feedback on the Clean Energy Plan for Guzman Energy.
The division will accept public comments through June 18, 2025.

Join an upcoming public meeting to learn about the Guzman Energy Clean Energy Plan verification report. The division will provide an overview of the draft verification report and the emissions reductions projected through 2030 for customers of Guzman Energy.
Oil and gas methane reduction public meeting
The division is considering revisions to AQCC Regulation Number 7 related to the "designated facilities" identified in EPA's oil and gas Emission Guidelines and New Source Performance Standards that would reduce methane emissions. The Division is also considering refinements related to the upstream oil and gas greenhouse gas provisions.
The July 26 meeting will also include potential updates to several Air Quality Control Commission regulations, listed below. These proposed updates would be primarily administrative in nature.

Environmental Justice Summary Dashboard
Most air pollution sources in Colorado must submit an environmental justice summary before applying for an air permit. That means environmental justice summaries provide early notice before the division receives an air permit application. The environmental justice summary dashboard allows users to find a specific facility by name or enter a zip code for a list of recent submissions within a one-mile radius. Air permits open for public comment
The division opens numerous air permits for public comment each month. The division encourages anyone interested in air permits to visit the air permits public notices web page and sign-up to receive email updates by subscribing to Air Permit Public Notices. The division also shares upcoming public participation opportunities on its website and tips for submitting effective public comments.
Annual Air quality enforcement report
The division released a new annual enforcement report in March 2025. The report summarizes the number of complaints that led to enforcement actions, enforcement actions, and total penalties in disproportionately impacted communities and parts of Colorado that do not meet federal ozone pollution standards. The annual report covers enforcement actions, penalties and trends between October 2023 and September 2024. It shows the total, average, and median penalties for air quality violations have continued to increase over time. Information on enforcement actions the division took between 2018-2023 can be found in the five-year enforcement benchmark report released in December 2024. Ongoing technical expert online meetings
Technical expert online meetings provide an opportunity to listen to in-depth discussions among subject matter experts. The experts discuss topics related to the division’s work on air quality and climate change. These meetings are streamed live or recorded for transparency. These meetings generally do not provide a public comment or question and answer session. To provide feedback to the division, explore the division’s public meeting opportunities above.
The Nitrogen Oxides (NOx) Reduction Steering Committee began meeting in March 2024. The members committed to holding meetings once a month for at least six months. During these meetings, members engage in technical discussions on potential strategies to reduce NOx pollution. The focus is on reducing NOx emissions from oil and gas exploration and production processes in Colorado.
Meetings are held virtually. Members of the public are welcome to observe.

The division periodically presents rules, permits, guidance documents, and other updates to communities so they can share their feedback and ask questions. Public comment periods are a key part of this process, enabling Colorado residents to share their perspectives on proposed regulations and policies. The feedback supports the division’s work to protect public health and improve Colorado’s air quality.
New monitoring stations: public comments April 1-June 30, 2025.
The division is accepting input on its proposed locations for three new monitoring stations to measure air toxics in communities. As required by state law, the monitoring stations must operate within a 3 mile radius of covered facilities located in Commerce City, Henderson, and Pueblo. The new stations would build upon the division’s existing stationary and mobile air toxics monitoring program.

Outdoor air monitoring plan and assessment: Public comments through June 23, 2025
The 2025 Ambient Air Monitoring Network Plan and the 2025 Network Assessment have been released for public comment. The documents evaluate Colorado’s statewide network of outdoor air pollution monitoring stations and are required by the EPA under Title 40, Code of Federal Regulations, Part 58.10.
The Annual Network Plan outlines the department's ambient air monitoring strategy. This includes the purpose and siting of monitors, pollutant measurements, recent and planned site changes, and areas of highest pollutant concentrations. The division will accept public comments through June 23, 2025.

The division conducts the Network Assessment every five years, which builds on the Annual Network Plan and includes a more in-depth analysis of the monitoring network. This includes a re-evaluation of monitoring objectives and priorities, an assessment of network efficiency and effectiveness, and recommendations for potential improvements. The current assessment is the division’s fourth such evaluation. The division will accept public comments through June 23, 2025.

Colorado air quality regulation updates
The Air Pollution Control Division periodically proposes updates to existing air quality regulations to the Air Quality Control Commission. The commission reviews the proposals and determines whether to adopt any changes.
Many of these changes are minor or administrative. The division provides quick updates about these changes during public meetings. The commission’s website provides a calendar of upcoming meetings and more information on meeting topics.

- The division will request that the Commission set a hearing to consider revisions to Regulation 28 to address technical corrections to the rule, specifically related to agricultural buildings, utility subscription services, and the annual fee deadline.
